Transferring a lien (car loan) title between states takes ~30 days total. BMV provides a fax number and email for you to give to your bank. Once BMV receives the title, you'll have to get a VIN check at the BMV for $8. You have 30 days from the VIN check to go to the title office and get your license plate.
